<ul>
<li>The status remains that the OLM and the Service Provider/ Consultant is still busy sorting out the Status Quo Report.</li>
<li>Once sorted, the said report will be made available to the public for comment / input.</li>
</ul>
<p><strong>Roads</strong>:</p>
<ul>
<li>The Contractor appointed to deal with the roads infrastructure in Betty’s Bay is busy with the scraping / rolling of the dirt roads. They have finished work in Sunny Seas and are now in the Diastella Road / Gladiolis Road area.</li>
<li>Because of the storm, the Kleinmond Team is in the meantime busy with repair of the roads damaged. Approximately 900 cubic metres of gravel is available for these repairs.</li>
<li>Potholes: the Municipality must be made aware of potholes via the Collab App.  These will be addressed within the capacity of the Municipality / given working conditions (weather).</li>
</ul>
<p>&nbsp;</p>
<p><strong>Storm Water</strong>:</p>
<ul>
<li>The Kleinmond Team is currently busy with storm water drainage systems in the Disa Circle, Morea Road, and Ixia Road areas.</li>
<li>Flooding areas: Because of the storm on 10 to 12 May 2026, numerous flooding areas that were reported have been addressed by the Kleinmond Team.</li>
<li>It is important that the Municipality be made aware of storm water problems via the Collab App. These will be addressed within the capacity of the Municipality / given working conditions (weather).</li>
</ul>
<p>&nbsp;</p>
<p><strong>MAIN BEACH: PARKING AREA</strong></p>
<p>The repair of the parking area at Main Beach has been completed.  The parking area was filled with gravel and levelled in such a manner that storm water drains towards existing Storm Water ditch in the southeastern corner of the parking area. </p>

<li>Overstrand Municipality (OM) indicated on 14 April 2026 that the service provider/consultant is still busy with the Status Quo Report. Once sorted, the said report will be made available to the public for comment / input.  The deadline for the Status Quo Report is November 2026</li>
<li>The deadline for the amended SDF is next year, when the revised Integrated Development Plan (IDP) will also be approved.</li>
</ul>
<p>&nbsp;</p>
<p><strong>Roads</strong>:</p>
<p>The contractor appointed to deal with the roads infrastructure in Betty’s Bay completed the scraping/rolling of the dirt roads in the eastern area (broader Sunny Seas Area) of Betty’s Bay.</p>
<ul>
<li>They are currently busy in the western area, whereafter they will proceed to the central area.</li>
<li>Potholes: the OM must be made aware of potholes.  They will be addressed within the capacity of the Municipality / given working conditions (weather).</li>
<li>There is enough stock (gravel and tar) for the current financial year, ending June 2026. New stock will be order for the new financial year, beginning July 2026.</li>
</ul>
<p>&nbsp;</p>
<p><strong>Storm Water</strong>:</p>
<ul>
<li>The Kleinmond team finished as far as possible the cleaning of the storm water drainage system.</li>

<p><strong>Building Control:</strong></p>
<p>Stats for Building Plans for the period August to September 25:  25 submitted and 21 approved.</p>

<p><strong>Spatial Development Framework (SDF) Overstrand: </strong>The Consultants are still busy with the status quo section for the SDF.  Once done, it will be circulated for comments/input.</p>
<p><strong>Overhills Low Cost Housing Project (Environmental Process)</strong></p>
<p>Public meetings were held on 10 September 2025 at the Proteadorp Community Hall (cancelled), with a “<em>virtual meeting</em>” on the 11 September 2025.</p>
<p>A follow-up meeting was held on the 6<sup> </sup>October 2025 (Overhills Community Center) and the 7 October 2025 (Kleinmond Town Hall):</p>
<p>The Environmental Authorization Process was presented/discussed.</p>
<p>All <em>“interested and affected parties” </em>will receive the presentation via email/link to the website.  Hard copies will also be made available at certain points.</p>
<p>The Town-planning Process should commence in October/November 2025.</p>
<p><strong>Vehicles:</strong></p>
<p>Grader is in for service.  A Roller and Grader will be contracted in to assist in the meantime.</p>
<p>One Digger is operational.  One Digger is out of action.</p>
<p>The two 3 ton Lorries are operational.</p>
<p>One Tipper is operational.  One Tipper is in for refurbishment.</p>
<p>The Lorry used for watering gravel roads is operational.</p>
<p>Currently gravel is being distributed between Pringle Bay and Betty’s Bay.  Once the Grader and Roller are here, they will be used to gravel and scrape the roads &#8211; first in Pringle Bay and then in Betty’s Bay.</p>
<p><strong>Gravel: </strong>500m³ of the first order of gravel is available. A second order for approximately 2000m³ has been ordered.</p>
<p><strong>Tar: </strong>Tar is available.  An order will be placed before December 2025 to ensure enough tar is available over the festive season.</p>
<p><strong>Speed Humps: </strong>The reconstruction of speed humps has been dealt with. Remains a contentious issue:  Speed humps on gravel roads are most probably illegal as they cannot be clearly marked as required by Law.  Chevrons alone are inadequate as the hump itself must be painted/marked.</p>
<p><strong>Cutting of verges: </strong>The Parks Division is responsible for this and must be reported to them. The S/W Team in BB is also attending to this issue as far as possible and great progress has been made.</p>

<p>The Overstrand Local Municipality is currently in the process of revising the SDF for Overstrand.  Once the Status Quo Report is available, it will be circulated for comment/input.</p>
<p><strong>Parking Areas / Sites to renovate</strong></p>
<p>The situation at “Coffee on Clarence and the Hub / Main Beach / Silver Sands” remains the same as a month ago: </p>
<p>We are awaiting Director Stephen Muller’s go-ahead to proceed with all three the projects.</p>
<p>A Land Surveyor still needs to be appointed to “peg” the area at “Coffee on Clarence/The Hub”.</p>
<p>The OLM Traffic Engineer needs to investigate the effect on the traffic flow regarding the possible closure of streets / possible transforming to one-way street(s) at the Main Beach.</p>
<ol start="2">
<li><strong>Vehicles: </strong>Most of the vehicles are operational.</li>
<li><strong>Cutting of verges:</strong> The Parks Division is responsible for this and any request for the cutting of verges on municipal land must be made to them. Cutting of verges on private land is the responsibility of the Landowner.</li>

<p>The boundaries of the erven need to be determined/re-pegged as this will determine the area to be cleared/filled/levelled.</p>
<p>Two areas to be cleared and filled with gravel are indicated in green.</p>
<p>The availability of gravel is currently a concern.</p>
<p>It needs to be determined who will bear the cost of the payment to the required Land Surveyor.</p>

<p><strong>Main Beach/Parking Area</strong></p>

<p>The situation remains the same:</p>
<p>First Step:</p>
<p>Additional parking bays will be created along Access Road and Myrica Road within the road reserve (areas in green).</p>
<p>A ‘One Way’ sign will be erected in Access Road (north).</p>
<p>A ‘No Entrance’ sign will be erected at the junction between Access Road and Myrica Road.</p>
<p>This means that a section of Access Road will become a one-way towards the parking area at Main Beach.</p>
<p>Egress from Main Beach will only be via Myrica Road.</p>
<p>Second Step:</p>
<p>Parking Area (in “brown”):</p>
<p>Will be levelled/filled with building rubble.</p>
<p>Gravel will then be used to level the area.</p>
<p>Currently the availability of gravel is a concern.</p>
<p>It is hoped that this project will be commenced with within the next 2 to 3 weeks.</p>
<p><strong>T</strong>his parking area will have to be closed for at least two weeks for this project.  Notices to all interested and affected parties (i.e.) neighbours will be served informing them of the closure of the parking area for a certain period.</p>
<p>&nbsp;</p>
<p><strong>Silversands:</strong></p>

<p>The Parks Division of OM is responsible for this and issues must be reported to them.</p>

<li>A mini-excavator has been allocated to Kleinmond office to help with stormwater issues.</li>
<li>The two teams for Stormwater have been combined, working one week in Betty’s Bay (BB) and one week in Kleinmond (KM).</li>
</ul>
</li>
<li><strong>Scraping of Roads:</strong>
<ul>
<li>Because of non-operational vehicles, the grading of roads in BB is not currently being done.</li>
<li>Currently the team is focusing on potholes, putting back speed humps and fixing driveways.</li>
<li>Apparently the scraping of roads will be contracted out. This will speed-up the process in BB.</li>
</ul>
</li>
</ul>

<li>There is currently not sufficient gravel available. It has been budgeted for in the mid-term budget and will be purchased soon.</li>

<li>Erf 2243 Partridge Road (Ref no: 2102548): the issue was investigated.  A site inspection was conducted.  The driveway will be fixed.  Apparently the slope of the road will also be changed to rather slope towards the mountain side.  It currently slopes towards the ocean.</li>
<li>New issues:</li>
<li>Luckhoff and Anemone Streets: Stormwater was sorted.</li>
<li>Court Road: the crack on the side of the road will be broken down and a chevron will be put in place for safety measures.</li>
<li>The main opus operandi now is: as roads are being scraped, the speed bumps are replacced. Apparently all speed bumps have been replaced except on Pearl Drive and Seaview Drive.</li>
</ul>

<p><strong>General remark: </strong> All the roads in the Betty’s Bay area were graded by the end of 2024.  Since the beginning of 2023, this has been done at least once a year.</p>
<ol>
<li><strong>Building Control:</strong></li>
</ol>
<ul>
<li>27 building plans were submitted during October and November 2024 for the Betty’s Bay area.</li>
<li>30 building plans were approved during the same period.</li>
<li>These figures will be updated monthly as this will give an idea of what to expect regarding possible new residential houses to be built in 2025.</li>
</ul>
<ol start="2">
<li><strong>Vehicles:</strong></li>
</ol>
<p>Storm water: The two vehicles allocated for storm water purposes are not in working order.</p>
<p>Grading: The vehicles used for this are in working condition and the grading of roads will be continued.</p>
<p>What needs to be noted is that all vehicles (3Tons +) have to be evaluated annually for roadworthiness before new vehicle licenses are issued.  Apparently one vehicle has not passed the roadworthy test as the body is rusted. This first needs to be fixed before it can be evaluated again. Therefore, it is not only “broken vehicles” that need to be considered when dealing with the issue of storm water / road maintenance. It is also the condition of the vehicles for roadworthy testing purposes.</p>
<ol start="3">
<li><strong> Gravel: </strong>There is still approximately 150 tons of gravel available for the broader KM/BB/PB/RE area. The process to adjust the current allocated Budget is being dealt with.  Hopefully more budget will be allocated for this purpose.</li>
<li><strong>Tar: </strong>There are still approximately 300 bags of tar available for the broader KM/BB/PB/RE area. The process to adjust the current allocated Budget is being dealt with.  Hopefully more budget will be allocated for this purpose.</li>
<li><strong></strong><strong>Betty&#8217;s Bay Roads / Stormwater:</strong></li>
</ol>
<ul>
<li>Diastella Erven 3892/3893:  this issue is in the process of being addressed.  Building Control is to advise on the way forward.</li>
<li>Erf 2243 Partridge Road (Ref no: 2102548):  the issue was investigated.  A site inspection was conducted in November 2024.  The issue will be addressed in due course.</li>
<li>Crassula Yard Erf 4000:  this issue was investigated.  However, the recurrence of water is confusing as it is not clear where the water comes from.  It will be an ongoing investigation.  Building Control will investigate / assist.</li>
</ul>
<ol start="6">
<li><strong></strong><strong>Mirror in Seaview: </strong>The new mirror was erected in Seaview Drive.</li>
<li><strong></strong><strong>Entrance from Clarence to Seaview (Kleinmond side): </strong>This remains an urgent issue.  The junction will have to be fully tarred.</li>
<li><strong></strong><strong>Speed bumps: </strong>Speed bumps will be put back once the scraping of the roads has been completed, keeping in mind that speed bumps on gravel roads are most probably illegal as they cannot be clearly marked as required by law.  Chevrons alone are apparently inadequate as the speed bump itself must be painted/marked.</li>
</ol>
<ul>
<li>The issue regarding the “speed bumps” in Waterfall:  the issue will be investigated and where the chevrons are still in place, the bumps will possibly be re-instated, taking note of the above possible illegal issue.</li>
</ul>
<ol start="9">
<li><strong>Speed signage:</strong> The placement / replacement of speed signage (40km/h) throughout Betty’s Bay will be investigated.</li>
<li><strong> Cutting of verges: </strong>The Parks Division is responsible for this and issues must be reported to them.</li>
<li><strong></strong> <strong>Stormwater problems/potholes: </strong>As the Municipality becomes aware of problems, they are addressing them within their capabilities / given working conditions (weather).</li>
<li><strong> </strong><strong>Standing note: </strong>Residents must log issues on Collab themselves to get a reference number. When it is over a weekend and it is urgent, the Control Room (<strong><u>028 313 8111</u></strong>) must be notified.</li>
</ol>

We will be able to observe the seabirds and maybe a seal or an otter while working. How lucky are we to have such a magical coastline to enjoy. See you there!</p>
